How to make the punishment actually stick
A punishment only works on someone who's still watching. By Week 9 the manager most likely to finish last has usually stopped opening the app, which means the thing you designed to motivate him is now just a bill he'll argue about in January. The leagues where punishments get paid are the ones where last place still has something to play for in November. That's a scoreboard problem, and it's fixable.
